First of all. I've had quite a few troublesome hostees in the past. People who didn't update and let their sites get spammed and out of control, etc. Who have lied about their html or ftp knowledge. I need honesty, I won't bite you, but I need honesty please. So i've become a bit more strict, and apologize in advance for the long application. I hate sites that wont host people unless they have "exceptional" content/skills. After all, you learn from expierience, right? I'm aware that not many free servers allow php, SQL, or cgi, etc. & I also know, that when I first started out, I would have loved someone to host me, even if my site wasnt the greatest thing in the world, because it would have enabled me to learn faster.
